Populist Integration and Legitimation: The “New Normal” of Combining Antagonism and Cooperation

Abstract
The integration and legitimation of populist parties is the “new normal” in European democracies. Whereas in the past populist parties were, almost by definition, stigmatized and marginalized, the majority of them are today key actors in the coalition game and even in the governmental arena. This article discusses the three different modalities that can characterize the behaviour of populist parties: non-cooperation, cooperation and taking over. It is argued that the “new normal” of populist parties is characterized by a specific modality of integration which combines a mix of cooperation, in behavioural terms, and antagonism, in ideational ones. At the same time, while only a minority of contemporary European populist parties are effectively at the margins of their national political systems, in few isolated cases such actors have effectively managed to take over liberal-democracy.
